National Conference on Federal Studies, Arbil – Iraqi Kurdistan, mid-October
The Forum of Federations is co-hosting with the ICFS a three-day National Conference in Arbil for the launching of the Iraqi Center for Federal Studies (ICFS), including participation from some 40 professors and 25 officials from all government levels, Council of Ministers’ Secretariat (Baghdad), Kurdistan Regional Government (Arbil), various governorate councils, National Center for Consultancy and Management Development (NCCMD), Prime Minister’s Office.
ICFS is the unofficial, not yet registered Iraqi partner of the Forum of Federations.
ICFS is comprised of 68 professors of law and political science from 18 universities; they are already graduates of the Forum’s two-week federalism courses organized in Jordan since 2007.

The Forum greatly acknowledges the contribution and support of the Ministries of Higher Education (Baghdad and Arbil) for their important selection of these professors.
The conference intends the accomplish the following :
- ICFS is created with approved constitution, elected executive committee, and nominated web management committee.
- ICFS members gain official national status and build links to government officials at all levels involved in implementation of federal legislation and policy on inter-governmental relations.
- Acknowledgement of trained academics as Iraq’s proven training capacity on federalism by government officials at national, regional and local government levels,
- Academics build common links to key governorate officials and federal civil service academy trainers in need of federalism learning,
- Conference participants receive ICFS website resource training and tote bag of translated federalism materials.
